This broadside uses a letterpress technique know as a blind strike or blank strike, where a plate is impressed into the paper without ink.
The image is of the 18th Street foot bridge, built as a temporary structure for the 1938 World's Fair, that was torn down in October of 2003 and replaced with a new temporary foot bridge.
